Objective

The Halifax-Class Shipyard Contract - East (HCSC-East) will establish a coastal in-service support contract for the seven East Coast Halifax Class Ships, implementing new capabilities and performing maintenance (corrective and preventative). This service is to be provided as-and-when required. This service may be extended to other classes of vessels when requested by the Canadian Armed Forces on a case-by-case basis.

Requirements

The Halifax-Class Modernization/Frigate Life Extension (HCM/FELEX) Project is currently transitioning to in-service. The Halifax-Class Multi-Ship Contract (MSC East) that was in place to implement HCM/FELEX Project scope will end in 2020. This new contract will employ a procurement strategy to continue supporting Halifax-Class implementation of new capabilities and maintenance. The intent is to have this contract fulfill requirements through end-of-life.

In July 2019, the Government of Canada awarded two $500-million, five-year contract. One contract went to Chantier Davie and one to Irving Shipbuildling Inc., to carry out maintenance work on three of Canada’s Halifax-class frigates. These contracts are expected to rise in value as additional work packages are added.
