Objective

The VCM Program will provide modernized and increased capability to maintain the Victoria-class Submarines' (VCS) operational relevance through the mid-2030s, through a program-based approach, across a number of capability areas. Overall, the Program outcomes will:

1. Improve the habitability and deployment conditions onboard the VCS in support of RCN submariners. Position the VCS to contribute meaningfully to CAF Joint Operations ashore; and ensure the survivability of the VCS against current and evolving threats in an increasingly complex and changing battlespace.

Requirements

The Victoria-class Modernization (VCM) Program will procure and install the necessary platform and combat system capabilities to ensure the submarine remains operationally relevant through the mid-2030s. The VCM Program will address critical capability gaps in Canada’s submarines fleet that are expected to emerge and reduce their utility over the remaining years of their operational life. It will deliver this capability through targeted investments, consisting of capability upgrades and insertions, already identified as a priority for Canada.
